Can't install NetBeans on my mac

Im on a macOSX 10.4.10 - my machine is not an intel one...older model
I've downloaded the netbeans 5.5.1macosx.tar.gz xip file to install.
I get an error message " An error occurred during the stuff operation.
error #17538"

Please help I really want to use NetBeans again on my mac...
