Can't install Java Web Start

We are using Java Web Start to distribute our application.

We ask our client to download Java Web Start (internation full package) from the download page:

http://java.sun.com/products/javawebstart/download-windows.html

on one client the installation of the jre part took very long but succeeded. On another one it just hang and never finish.

Did other people observed that?

How to solve it?
