Can't install Java 3D on winXP

Java 3D1.3 Beta 1 will not install. I get this message after the installer unpacks the files: Can't launch executable. Cound not find a suitable Java Virtual Machine on your system.

I have Java 1.3.1_02 SDK and JRE installed on
windows XP.

Does anyone know why Java 3D will not recoginize that I already have Java SDK and JRE installed on my system? JEdit and Limewire run fine and my browsers use the JRE 1.3.1_02 so I know its installed properly.
