Can't generate database from Entity Framework model.

I'm having this same problem as this dev:

When I try to generate an Oracle database from the model, I get the following dialog.

oracle - Does ODP.NET support EF Model-First with DbContext? - Stack Overflow

This dev mentions, "Turns out it works fine on a 32-bit virtual machine. The problem is only there on my 64-bit Windows 7 machine."

But who still uses a 32-bit machine?

I've tried reinstalling Oracle tools for VS and I have all the right settings in the EF model properties. No, I don't want to install the update 3 beta version.
