Can't find the Workflow builder exe - how to start it?

Can anyone tell me where the workflow builder exe resides. Is it a java applet, OCX or EXE. How does one start it? OUI shows the client is installed and I can verify the WF server is functioning since I can run one of the demo apps and look at a process through the browser. From the doc however, the WF builder appears to be a Windows based app.

Any help is appreciated.
