Can't find DEFAULT.ENV file in Forms 11g R2

Dear,

Can't find the file called default.env in forms 11g R2 (development setup); is there an equivalent file??

I need it to change values for some parameters (eg. RESTRICT_ENTER_QUERY)

Appreciate if someone has the answer....
