Can't Create Application or create/copy table

Been using apex.oraclecorp.com for a few years. Suddenly I get the following error if I try to create a new application or try to create or copy a table:

The TABLE operation was not successful for the following reason:

ORA-47401: Realm violation for CREATE TABLE on BI.SM_LOG

Any ideas anyone?
