can't connect to SQL Plus after installation...

Windows XP (Admin account)
installed 10g XE

I have no other ORACLE_HOME or TNS files.
All services are started
here is the listener

when I try to connect with SQL PLUS

ERROR:
ORA-12560: TNS:protocol adapter error

I do have the entry in TNSNAMES.ORA
