Can't connect to db if deny access to remote address 141.146.8.74:80

Hi,

An attempt to establish a database connection fails if I block the attempt to access the remote IP address (registered to Oracle) 141.146.8.74:80 at startup. This message is displayed:

Status: Failure -lo exception: The Network Adapter could not establish the connection.

If I allow the connection to 141.* at startup, it works fine.

Why is this? Can I disable such behavior?

NOTE: Using release 1.0.0.15.57.
