Can t connect SQL developer to oracle database

Hi,

I instal oracle XE 21.3 and sqldevelopper 23.1.1, on a vm with windows 10.

But the connection not work. i have error : Statut : échec -Echec du test : Erreur d'E/S: The Network Adapter could not establish the connection (CONNECTION_ID=duI0Z3A7T+OOl6TDx5ZZoQ==)

I try 127.0.0.1 or localhost is the same.

I can connect with SQL plus

i disable my firewall

And my oracle service is start

Where is the problem ?
