We are testing our application with version 14c.
We have a fresh installation of Forms and Reports 14.1.2 on Oracle Linux 8.10.
After installing patch 38582037 (DATABASE RELEASE UPDATE 23.26.0.0.0 FOR FMW DBCLIENT),
we are unable to compile forms, libraries, or menus. We are encountering core dumps and FRM-91500 errors.
The following patches are currently installed:

The issue is resolved by rolling back patch 38582037, but reinstalling it consistently reproduces the error.
Could you please clarify if patch 38582037 is recommended for this environment? If so, it appears we have encountered a bug.
What are your thoughts on this?
