Can't attach boot volume cause errors

Hello.
I had have an instance VM.Standard.A1.Flex.
I detached boot volume. It detached and now I can't attach it back.
When I tried attach back I had an error "already attached" (but the volume shown as detached).
When I try detach then "Auth error or resource not found".
Then I terminated instance. The volume was kept.
Now I try create instance (from menu of the volume) and it show than volume used.
I also can't attach it to any other instance.
How to run instance with this volume? i need data on it.

UPD:
I was able run instance after cloning the volume and create new instance from clone.
But now I can't terminate old volume. I get error "attached" but It doesn't.
This Volume spends limits =((
Can someone from support terminate Volume "ocid1.bootvolume.oc1.ca-toronto-1.ab2g6ljrp5toomaugv7fjqfncchk5erbqyk6b7h5eow53hlm5fnfn63uqpla"?
