Can't access Enterprise Manager after installation

Hello everyone!

I've been trying to figure this out, but I can't seem to find a solution. I've installed Oracle 10g (version 10.2.0.1.0) on a Windows 2003 R2 Server. I've installed the Standard version with Database control (not grid control).

I'm trying to access Enterprise Manager as SYS and I'm getting the following error when I login to the database:

java.lang.Exception: Exception in sending Request :: null

When I try to click on the Administration tab in EM, I get the following error:

Io exception: Unknown host specified

If I run emctl status dbconsole, I get the "EM Daemon is not running message"

I've checked the emd.properties and the agentTZRegion setting looks correct:

agentTZRegion=America/New_York

The server has a static IP so I don't need to worry about a loopback because of DHCP. Any help would be greatly appreciated. My project is on hold until I can figure this out.
