Can't access database homepage

I installed express edition in fedora core 6 and whenever I try to access the database homepage ( http://127.0.0.1:8080/apex) in Firefox it displays an error "Firefox can't establish a connection to the server at 127.0.0.1:8080.".

what's wrong?, the firewall has port 8080 enabled
