Can SQL Developer connect to XE?

I've installed Oracle XE 18c.

However I can't seem to use SQL Developer to connect to the database.

I have triple checked the tnsnames.ora and they're the same as to what I use in the connect strings.

The SQL Developer can connect to other Oracle Standard Edition DB's., But it can't for this XE version.
