Can login to Discoverer Desktop but not Discoverer Plus

I have Discoverer 10.1.2.1 Setup to work with SSO.

I have created an EUL and, through Disco Administrator > Privileges, have granted Plus and Desktop privileges to a database user I have called PSMITH.

Through Disco Administrator > Security, I have granted access to the one and only Business Area.

- I have logged into Discover Desktop successfully with user PSMITH and created/saved a workbook.
- I have logged into Discoverer Viewer successfully with user PSMITH (having first logged into SSO) and can view this workbook.
- However, whenever I try to log in to Discover Plus as PSMITH (having first logged into SSO), I receive a dialog entitled OracleBI Discoverer with the following message:

You don't have the privileges to create or run workbooks. Please contact your Discoverer manager.

I cannot understand why this is happening. If I can log in to Discoverer Desktop and create/view/save workbooks then why should I not be able to do the same in Discoverer Plus?
