In requirements it is stated that "Oracle Application Express release 21.1 requires an Oracle Database release 12.1.0.2 or later."
In My Oracle Support, Certifications section is it stated that "Oracle Application Express 21.1 is not certified on HP-UX Itanium 11.31" and the lowest database version listed is 12.1.0.2.0.
But in APEX 21.1 release notes there is a section titled "4.1.14 Enabling Network Services in Oracle Database 11g or Later" which leads to thinking installing/upgrading is not supported but it can work if you try to upgrade.
I couldn't find any information about this. Should I try to upgrade?
