Can I install 12c R1 DB and do R&D without a license?

Hi, I am a developer trying to go into the DBA world. I am currently preparing for the OCA in 12c DBA (1z0-062). I need a DB for doing the R&D.

Problem is the XE is not enough and also I am doing the 12c exam so I need a 12c Enterprise DB.

According the exam guide by John Watson,

"Obtain the Oracle Database Software

Oracle Corporation has made the software available for public download without the need to buy a license. However, this public license is very restricted. One may download and install the product on one’s own machine only for the purposes of application development and self-tuition. This is made clear in the license agreement. There are also legal restrictions on downloading in (or subsequently transferring to) certain countries. Furthermore, only the base release is publicly available. To obtain patches of any kind, it is necessary to have a support agreement. The base release is adequate for training purposes, though not necessarily for production use."

I read the license agreement for the 12c download found here ( Oracle Database 12c Release 1 for Microsoft Windows (x64)): and IT says "LICENSE RIGHTS

We grant you a nonexclusive, nontransferable limited license to use the programs only for the purpose of developing, testing, prototyping and demonstrating your application, and not for any other purpose."

So, is it possible for me to download this 12c version ane install in my machine and use it for R&D for the exam?

Problem is my companies IT guys say that you cannot download 12c enterprise edition. That you need a lincese for this. But is it clear in the license agreement that we can actually use it for personal R&D (i.e. self-tuition)???

How can I convince the IT guys that I can download 12c Enterprise edition and use it for R&D????
