can I deploy application to IPAQ ( Windows CE ) via wtgpack

I want to deploy application files to my IPAQ windows CE device
via web browser. I can sucessfully publish files to mobile
server but I cannot find out how to deploy these to the IPAQ.
When I go the main mobile server url on IPAQ web browser I get a
blank page
