Can I convert number to varchar2 and keep Decimal at same time ?

Hello buddy:

Can I convert number to varchar2 and keep Decimal at same time ?

For example, exist one column is number(16,3) , my customer request me to change them to varchar2(20).

So how can I make the change and how to keep the number behind the Decimal point ?
