Can dynamic action change cursor type

I would like to use a dynamic action to change the cursor type when I mouse-over a particular page item. I can see similar functionality when I mouse-over a label item that has defined help, the cursor change to include a question mark.
Can dynamic actions be used to produce the same sort of cursor-changing functionality?
If so, can you supply an example of how to accomplish this?
