I'm using the code in this link to call reports 12c from forms 12c

and "Unable to run report" message shows up,
When reviewing jobs, I found that the report is added to the list:
the error details are:
The report terminated with error:
REP-56071: A security check failed with error message User does not exist in Id Store.
I have two requests:
-I'd like to know how to fix this problem.
-And if it is possible to use anonymous owner in development server, I'd like to know how
