Calculating Month to date using pl/sql

Hi, I'm looking to run a weekly report that will be executed every monday and on the 3rd day of every month. When run on the Monday it will calculate totals between the 1st of the month and that date.

When it is run on the 3rd of the month. It will calculate totals for the previous month. Can someone help me in the sql for this?
