Builder generating friendly base url with "localhost"

If I enable friendly url's for an application from Apex Builder, the run application link in the builder generates an url beginning “localhost”, example https://localhost:8080/ords/r/delphi/a900020240430121138405/home?session=15933782339530

Rather than https://apex.mydomain.com/ords/r/delphi/a900020240430121138405/login?session=4892514912171

If I manually change the url in the browser, the app and all links work correctly (and aren't with f?p syntax). Alternatively everything works beautifully, if friendly urls are disabled.

My stack is Oracle 21c (port 1521), Apex 23.2, Ords 24.1 running in Tomcat 9.0 (port 8080), Apache 2.4.6 (port 80/443) on Centos. Apache proxies http/https requests to Tomcat on http.

The database was upgraded from 18 to 21c, Apex from 19 to 23.2. The pluggable database was unplugged from 18 as XEPDB1 and replugged/upgraded in 21c as XEPDB2.
