Bug? When using the Custom Application Wizard to add Features - Libraries and Classpath is empty (12

This is for JDeveloper release:

Studio Edition Version 12.2.1.0.0

Build JDEVADF_MAIN_GENERIC_151011.0031.S

I use the wizard for Custom Application

I select from the Project Features "ADF Business Components"

Results of Features selection

When I want to extend the ADF Framework Classes the search and hierarchy does not display any of those classes.

I recheck the Features and they are correct:

When I look at the Libraries and Classpath nothing is there and I have to manually add those:

IS THIS A BUG?
