BUG - Page item help popup not working when item has no label - tested on APEX 24.2

Hi,

I noticed that the help popup (the question mark button) doesn't work when a page item has no label defined, even though Help Text is configured.

If I add a label to the same item, the help popup works fine.

I've reproduced this on apex.oracle.com with a simple demo page: https://oracleapex.com/ords/r/bozo/apex-24-2-bugs/item-help-bug

The page has 4 items - 2 DropZones and 2 Text Fields. Items without labels don't open the help popup, items with labels do.

Is this a bug or expected behavior? If intentional, shouldn't the help button be hidden when it doesn't work?
