There is a small bug in the Team Development app (4600); on page 200 (Manage milestones). I've recreaed it on apex.oracle.com (version 24.2.2). On that page, there are 2 views:
On the View Report page, the milestone column is a link to page 205. In the link, the item P205_ID is set to the value of the friendly milestone id, instead of the internal milestone id:

The link of the first milestone is: https://apex.oracle.com/pls/apex/r/apex/team-development/milestone?p205_id=1&clear=RP,210 (removed the cs en session parameter), and page 205 is opened empty.
