I've encoutered this weird bug in Oracle APEX where I created a Navigation Bar List item that has no target.
Just for the sake of testing, I've clicked on it and it signed me out of both the app and application builder. My suggestion would be the link to have an href="#", a javascript:void or something else to avoid this odd behavior when the target type = ‘No Target’
This is easily replicbe in apex.oracle.com
