Bug? 100% CPU usage after installation

Hi out there!

I try to install Oracle 11g on my system. It ran before, but I had to clean my sys, installed Windows again,... thats the reason for the reinstall.

Problem is: I can install it (Enterprise Edition 11g) on my machine (Windows XP pro, Athlon XP2400+, 1,5GB Ram), but then my cpu usage is rising to a 100%. Is this a known bug? I've read about a problem with the OMS - and the Enterprise Manager shows that my OMS causes 70% of the usage. That's not normal, isn't it?

There's no data in the database, System is nearly clean,... so I don't know what to try next. The confusing thing is: Oracle ran with this hardware fine last time. So, bug or my fault?
