Browser JRE support

I'm trying to make an applet that uses jdk version 1.3 work with all browsers without the use of a plugin (my boss doesn't want people to have to download it). Right now is does not work without the plugin. Is there a way to write an applet to interface with a browsers own JVM (ie IE6 or Netscape) so that the plugin is not required? Does this make any sense?

If anybody can help me out that'd be great
