Browser Error message: 403 Forbidden :Access denied by access control list

I haven't seen this reported in the forum yet, but I know we are running into this is on a few machines at Oracle. So just in case...

Sometimes, when launching the Home Page, the browser will report
403 Forbidden
The following error occurred:Access denied by access control list
Could not open error file

We have worked out that this is caused by having an invalid entry for 127.0.0.1 set in the "No Proxy For" part of the browser configuration - typically people have an additional full stop (period) after the 127.0.0.1, such as 127.0.0.1.
