Browse Option to Upload Excel and .txt files to WWV_FLOW_FILES

Hi ,
I want to browse excel file,txt files from my local machine and I want to upload it to WWV_FLOW_FILES.Can anyone explain how to read the content of WWV_FLOW_FILES ?
