Brief Black Screen

Everytime I use a program that uses Java outside of Internet Explorer, even the Java Control Panel itself, my entire screen goes black and then quickly reverts to normal. Some black areas are still left, however. For example, If I have windows open, they may remain black until I move them around the desktop. I've also noticed that those Java programs that run outside of Internet Explorer take very long to load and usually have emtpy windows for the longest of times.
Any help would be appreciated.
