BPM and OSB

If customer has Oracle BPM 11g license, does that also mean he automatically has Oracle soa 11g license as well ?

Or is oracle soa sepearte license one needs to buy apart from BPM ?

also, have webcenter 11g. so do automatically get to use OWSM ? or is OWSM (oracle webservice manager) a seperate to buy ?
