Bounded Taskflow PageFragments vs. no PageFragments

How can I call bounded taskflow, which based on no page fragments, from page fragment taskflow?
I try to use URL View activity (url = adf.task-flow?_id=page&_document=/WEB-INF/CompanyViewTaskFlow.xml), but get the security error
oracle.adf.controller.security.AuthorizationException: ADFC-0619:
