Bound Single User with TNS Listner

Dears,

Is it possible that a single oracle user should bound with the given TNS?

Just like sqlplus scott/tiger@ONLYSCOTTALLOWED

So no other users used this ONLYSCOTTALLOWED db connection.

If it is possible, then plesse give me a solution.

There are lot of oracle users in the system, So it is not possible to define a role.

I am developing web application and want to access the only authorized oracle single user.
