bold and underline html tags not consistantly coming in clob

We have generated clob though pl/sql, which is around 14 pages. Bold and underline is not coming for the whole text consistantly.
Underline is coming for top 2 pages, later it is not coming
Bold is coming randomly with the defined text, some times it is coming even after the text

sample text we are generating is:

Main sec*
sub sec:* text
sub sec*
sub sub sec:* text
sub sec*
sub sub sec:* text
sub sub sec:* text

we wanted to display as above. but some times text is also displying in bold. after2 pages italic is not coming... any help please??
