Blocking JRE Client Downloads via GPO (Best Practices)

I would like to block a subset of our user-base from downloading JRE clients from the Sun site. We currently package all software for our organization and have standardized on certain versions.

Is there a best practice that would allow us to block the client, but allow the ability to download other important developer tools.

Any help would be much appreciated.
