Blocked threads

Hi all,
I have a question about the thread blocking state, if the thread entered the blocking state, does the cpu check it while it is into the blocking state "I don't think so!!!", I know that the cpu only checks the ready-to-run pool only, is it true???? , the cpu has nothing to do with the blocked thread??, and is it the same case if it is waiting for IO , NIO or using the wait method???
And if yes please I need a document that describes that the cpu has nothing to do with the blocked threads in all cases (IO, NIO and wiat method).
