block all outgoing email for external domains except one email acct

Is it possible to block all the outgoing email for the external domains from our internal users? but I would like to allow them to send to one external email addr and internal users (in hosted domain)
For e.g,
I would like to block internal users (end with _local@mycompany1.com) sending emails to external domains.
But I will allow them to send emails to users within our hosted domain (*@mycompany2.com, *@mycompany3.com) and only to one external email address (survey@externaldomain.com)
