Blank screen when running APEX

Hi, I just installed APEX version 4.1 onto a Windows 7 32-bit environment, and I issue the following url in a FireFox browser:

http://localhost:8080/apex/apex_admin

The page seems like it finishes loading, however, I get a completely blank page. I do not receive any error messages. Anyone know why this is happening?
