bind request to ldap server failed

i have installed windows 2000 and configured Active directory on it and then i installed Oracle 9i Database release 9.2.0 on that.
when i try to open the directory through ODM with the supper user "cn=orcladmin"
password"welcome"
it fails to bind to LDAP server.
I tried that through command line and there is no error it says bind successfully while it continues to fail through the ODM.
please send me the solution.
