BI Publisher login Issue

Hi All,

I have installed OBIEE 10.1.3.4 on windows machine with basic installation.

Not able to access BI publisher directly also through Presentation services.

i have gone through several posts in this forumn regarding this issue, but didnt find clear picture to resolve.

when i login directly error message is like this,

The server can not be used due to a configuration error, please contact the administrator. If you are the administrator, please consult BI Publisher user guide for proper configuration.
Error Detail :
Backoracle.apps.xdo.security.ValidateException

when logging in from BI Answers page-> more products error msg is:

Oracle BI Publisher Enterprise
Reporting Login: Login failed: Please contact administrator for your username/password.
Error Details
Error Codes:

No error code is being displayed.

using Userid Administrator with passoword that is set in RPD, restarted services after setting password, anyways before this also i was not able to login into Publisher.

Can anyone kindly help me on resolving this?
