Best way to learn performance tuning?

One area that has been lacking in my DBA knowledge has been instance tuning. I'm reasonably adept at SQL statement tuning (at least, interpreting plans and changing SQL or structure to make them better), but fairly ignorant of instance tuning - how to set good numbers for parameters, what to watch for to make sure everything is balanced, etc.

Would anyone care to recommend a book on this subject?

I'd prefer something that discusses 11g, though I suppose an older 10.2-era book would be fine. I hope to never have to go back to 9i ;-)

Ideally, something that discusses non-OEM approaches - Oracle seems to assume everyone has bought OEM (and the D&T pack), but that's not always the case.
