best notebook spec for heavy database

I am going to install Oracle database for personal study.
Which spec is the minimum requirement for 14" or less screen laptop without lagging.

Would you recommed some model of laptop?
OS would be windows.
I might carry it to school and a lot of data and test would be performed.
