Best Eclipse UML plugin

Hi,

I know that this is not the forum for Eclipse UML, but i hope that you guys can answer my question.

1) Which is the best Eclipse UML plugin available for creating various UML diagrams, Reverse engineering, etc? There are so many , but i want the best one?
2) Which is the best Business Rule engine which can used?

Please clarify the above questions.
