Berkeley DB18.1.32 Can not identify Openssl In CPPFLAGS and LDFLAGS environmental variable，is my build command line：

my openssl environmental is good , and I tried three versions currently supported, 1.0.2/1.1.0,/1.1.1 are prompted for this issue.，Is this my mistake?
