¿Because install PHP on Linux Oracle based on ARM64 Fails?

Hello everyone
I have an instance Oracle Linux 7.9 based on ARM64 with PHP 5.4.16 when I update the version with "(Remi's PHP 7.4 RPM repository for Enterprise Linux 7 - aarch64)" and after write "yum update" the instance do not find the mirrors.
