Badge List classical report show different colors

Following https://community.oracle.com/thread/4199973?start=0&tstart=0 I want to change color in badge based on value in table. It should be pretty straight forward but today is not my day i have no idea what i am doing wrong. Need some guidance. demo apex.oracle.com workspace : FMSZ user : TEST pass: ABC#12345 Thanks
