"Bad Request" HTTP-400

We are encountering the following error when a user attempts to click to run a web-based procedure. HTTP-400 appears to be the error, but after researching that, we still don't really know what the cause is. The statement at the end of the error says "longer than 30 chars". Is that a HTTP plsql setting that limits the length of the argument?
We recently migrated from Oracle 8 to 10g. The last time this particular procedure was functioning normally was when we were still at 8. Is there a new configuration setting in 10g that sets a 30 character limit that 8 didn't have? I was poking around in our HTTP Server config files, but could not find a setting that looked relevant.
